Phase one covers the lobby, main entry, freight, and all ground-floor retail access points. When does an all-at-once deployment actually cost less than phasing?

Three scenarios favor a single full deployment over a phased rollout.

First, when the existing infrastructure has failed entirely. If the building's cabling is damaged, conduit is full, or the legacy access control system is so outdated that no new hardware integrates with it, you are paying for a full infrastructure replacement regardless. Running multiple mobilizations over two years costs more in labor and contractor coordination than a single planned deployment.

Second, when a compliance deadline compresses the timeline. An NYC Local Law notice, an ADA violation, or an FDNY inspection finding tied to egress hardware may require building-wide remediation within a fixed window. Phasing does not help when the deadline applies to every floor simultaneously.

Third, when the total door count is low enough that the per-door cost savings from phasing do not offset the administrative overhead. A twelve-door building in Astoria with a straightforward retrofit is often cheaper and faster to complete in one mobilization. The savings from phasing come from scale. On a small building, they largely disappear.
